Idiculous bill

I went into arrears with my water and rates bill due to some financial straits and noted at that point that i was being charged a fairly high amount where as i was being charged on a monthly basis round about R50 per month, at that point i was being charged R200 more than normal this has now escalted to R1600 and some odd sense and i am in arrears since Jan, i emailed them on the enquiries on the accounts bill and they responded saying its right and thats it. Im not happy with this as i feel that something is totally wrong when you get charged R20 for one month for water and the next month get charged R800 and the same goes for sewrage- when there is no one at home during the day to use the water? the ref no given at theat point was REF no 1004698397- i do understand that there are intrest charged but my latest bill is R2300 and some odd sense- my bill has more than trippled since i went into arrears in Jan - whose salary am i paying double for - or whose house am i renovating
