Refund withheld due to incorrect billing

After renting for a year and 3 months Rawson gave us a bill for the electricity and water for the amount of R20 000. We asked them why and they said that the Municipality never did a water reading for the past year. We have been paying the bill every month to the amount of R2500 to R3000 a month. We never received a bill from the Municipality and was only paying what Rawson gave us. After an assesment was done on the house after we moved out the handyman charged us R300 for the repairs. Rawson gave us a bill for R1190-00. Now they are withholding our deposit.
