High water bill

Hi, I received a high water bill for Nov Dec 2012 that comes down to a total of R8000.00!!! Base upon the bill the water amount for that period has been estimated but that estimate wasn't correct when the next ACTAUL water reading was done in Jan 2013.

So, now I set with a R8000.00 water account to be paid and am not a billionaire.
