Reduced/No water after a month

I had an arrears water bill about a month ago. I settled the bill and made a personal request to the municipality to turn the water back on. I was assured that this would be sorted out in about 48 hours. 3 weeks later - I'm still experience little to no water to my premises.

I've called numerous times, emailed the call centre - nobody seem to give a.

Do I have any recourse?
