Enforcement letter not delivered

Good day,

I phoned AARTO traffic fines yesterday morning to enquire about the additional fee I have to pay which was explained to me by a lady that they were administration fees which were incurred because of the letters that were sent to me. I never received those letters and according to her I should have paid the fine when I got the ticket, then I wouldn't have been charged these fees. Are we now given an expiry date as to when we should pay our fines? And these notice letters where do they then get posted to because the details I provided were correct.

I would really appreciate to get a response on this.
