Alleged Traffic Offence in the JMPD Area

I received a sms late in April 2012 regarding a traffic offence. INN 02-4024-004134136-7 dated 23 June 2010. This was the very first that I was made aware of this - driving at a speed of 81 - 85 kph in a 60 kph zone somewhere in Johannesburg. I reacted by sending an email asking for more detail. I did not get a response and sent another mail early June 2012, saying that I was prepared to pay the fine but since 2 years have past, I did not get the opportunity to get a 50% discount by paying within the required 30 day period. Eventually, on 18 Sep 2012, my mails were read. Early Jan 2013 I received, by open mail, two letters, AARTO 05c - Acknowledgement of Receipt of Representation, dated 05 Dec 2012, and AARTO 09, Result of Representation, dated 12 Dec 2012, stating that my Representation was "Rejected - Advised to elect to be tried in court"! I do not even know what this mean! Is this possible? Are there no rules wrt time of issue, way of sending out fines, etc? I paid the R750 (being a pensioner this is a lot of money) because I am tired of fighting but feel that I was treated unjustly. Please help.
