Receiving a fine two months after incident

The fine was issue don 2/5/2013. We received it in the mail yesterday, 10 July 2013 - thus more than 2 month's after the incident, then went to the Southhills Post Office to collect the fine, only to realise that we receive it 2 months after the incident. The so-called discount if penalty is paid within 32 days is thus impossible to make use of.

Further their "payfine website" or Aarto's website does not cater for the electronic payments. Also, should you go to the Traffic department, their systems are mostly off line, which adds to the inability of paying the fine with the "32 days period". ABSA's website also does not cater for the new AArto fines

Conclusion:
Totally unacceptable to receive the fine by post 2 months after being issued. methods of payment also totally unacceptable.
As a result of receiving the fine so late, the discount will be taken.
