Extortionate traffic fine processing charges

I rented a car from Avis for a period of over six months which ended in May. Since then, I've received notification of a couple of small speeding fines that I incurred while driving that car. I quickly paid them, expecting the matter to be closed but I started noticing that Avis had been charging my credit card. Thinking that they may have also paid the fines, I called in to find out the reason for the charge and was told that this was a traffic fine processing charge. Each time, this was R234 which in at least one case, was even more than the fine itself!

To make matters worse, I've received 3 of these charges but only two traffic fines and no one seems to be able to explain to me the reason for the third charge (one in February, two in June).

These fees are over the top. I understand if there needs to be some fee to redirect the charge to me but R234 is ridiculous.
