Issuing of fines a joke

I am totally disgusted with this Aarto System

My son got a fine in May 2013, which came by registered post on 23 July. It was R250 discounted to R125.

I immediately tried to pay it as I collected it at the post office, but was told it was to new and not on the system yet and I need to go to a licensing department.
Today 31 July I went and was told it was too old and I must now pay the full R 250.00

How can you send out a fine out 2 months late and then we are not allowed to take the discount.
Somebody needs to make their minds up if it is too old or too new.

I am so digusted and this is obviously just another way of corruption.
