Horrendous, cold, disrespectful, immature service

I called City of Joburg call center for the 5th time to escalate a council meter that has been gushing water since thursday last week. I spoke to Boitumelo who addressed me as if I am an inconvenience to her personal schedule with absolutely no care, empathy or emotion but much attitude. I then asked for her supervisor/manager. She transferred me to Adonija who she was her supervisor. When asking Adonija if he was a supervisor, I got more attitude but no effort to understand that I wanted to make sure I was dealing with a more senior person, Adonija that decided to give me more lessons on how I must not abuse people, and his thoughts on what I needed in my life. I repeatedly asked him for his superior's name and eventually got given the name of Thalepo the AD. On asking for a surname I was told that there is only one Thalepo but I could not get a surname out. Eventually, I dropped the call as for 10-15 minutes I had to fight with this manager about attitudes and not once did he ask what the actual technical problem was. I want someone to listen to the whole call and then come back to me with an apology. I am shocked at this level of 'service'. They can learn much from Home Affairs.
