Too fed up with the municipality

Numerous account enquiries have been left unanswered. We have done everything possible to cut our bill down but every month it is increasing and for fear of being cut off we are burying ourselves financially by making the payment. Other houses in our area, neighbours have not been billed as high as we have and this is not possible. People with tenants in their outbuildings are paying lower bills than we are. Our outbuilding has been vacant for nearly a year now. and since then our bill just seems to increase. Somebody somewhere in the municipality is doing something wrong. I implore you for help. Please. We are nearly desititute now because of this bill.
