Attending the Interview

I've got a problem with Home Affairs, On the 05th October 2012 I've attending an interview at King William's town for Front Office Clerk, The time I applied for the position I was still staying in King William's Town then I moved to Pretoria, So I got a call while I was already in Pretoria inviting me for the interview, I told the person who called me that I was in Pretoria and she asked I wont be able to attend, I said ill try by all means to be there, i booked a return ticket. After I finished the interview I told the lady who called me that I want to do the claim, she gave me the forms and make the copies for the ticket. I waited until December then I started to call them, she told me that she is waiting for the Director to sign for her, When I'm trying to phone this year I was told that the person who was helping with this claim is no longer working for this department, So they refer me to Finance, I've been dealing with Kim, and now she is telling me that the director want that invitation but I told her that it was just a call no email or nothing.
Can you please find out for me why is it taking so long.
