WATER LOSS CLAIM REJECTED

I submitted a claim for Dr A Suleman in Newlands East for a leak that Ethekwini informed us of, which turned out to be a burst underground water pipe. All repairs were done and documents submitted on 02/02/2012. Claim was put on hold until 07/2012 because they were waiting for repairs report from their contractor. No contractor came out to complete report. After more than 50 emails to Ethekwini & it's ombudsman with little or no response in between, I was informed by Ombudsman Raymond Zungu that the Claim was rejected after my last email to him 22 November 2012. And the reason was because we do not qualify for water loss insurance, because we are not residential (even though we've been billed on our monthly bill and paying it every month). Why then doe eThekwini charge a business rate water loss levy on our bills??? Our first bill in January 2012 was over R100k and as soon as we got the report from eThekwini and the bill reflecting increase in water consumption, we initiated repairs immediately and submitted all relevant documentation to eThekwini timeously. How then do we NOT qualify for refund. The bill is paid up, but eThekwini won't refund. UNFAIR!!!
