Being charged a hefty bill for an empty house

Estimated charges being adopted by the municipality are all!
My wife and I recently purchased a place and are currently not staying there, hence, all electrics are currently switched of. I got my bill recently which showed a usage of 1039 kWh which is ridiculous as nothing is turned on at the house. Whats most annoying though is attempting to rectify the issue as no one seems able to assist.
