Negligence over 2 years

They made mistake on my month of birth instead of July, they wrote September on the ID document on 18 of May 2011. I reapplied immediately and they have being tossing me around, requesting for some documents which I did send, until last month they called me to say that they lost my file and that I should go back to reapply again, after 2 years and 3 month. It has been so painful to me but I did go and reapplied but how am I sure it would not take another 2 years to rectify their mistake. My life has being on hold because of this, and I have been following them up every two weeks to check on it but still nothing. Please I really need a help on this situation. Thanks Promise Okaekwu
