Waiting for ID for almost 2 years

I was in a smash and grab in 2011. My ID was. I reapplied for it 2011-06-01, and I am still waiting for it.
It is still on stage 1 of 4. Everytime I call the depsrtment (which takes me days to get through) they ask me the same thing. Did I pay? Thats when I give them reciept number. And then I am told they are waiting for authorisation from pretoria on my Permanenet residence. I have the original and a copy of my permanent residence certificate and stiker in my assport, I dont understand what they are waiting for. Even if it is authorisation, how long does that take? 2 years?
First time I got it, I applied t 16 and got it at 19. They made me reaply 3 times because they lost my papers twise. That took long because of issue of my permamnet resident certificate, but now whats taking so long???
I am advised to get temporary licence every 3 months for R140 because they only make them valid for 3months. I obviously havent wasted my time to sit in ques and spend money because of their SUPER slow service, Its ridiculous.
