2YEARS5MONTHS TO GET MY CHILD'S UNABRIDGED BIRTH C

I went to Edenvale Home Affairs, sat for 2 hours to apply for my child's Unabridged Birth Certificate. I need this for his primary school, it is law that we produce it. I also need it for his British Passport Application. The date I applied was 2011-03-29, after 2 and a half years later, I can get no further. I have since moved to Cape Town & whilst here went to the Home Affairs in Wynberg, who were completely rude, they made me fill out DHA24 & DHA288, I was assured within 6 weeks it would be ready in Edenvale, 10 case numbers ; pillar to post, constant phone calls I cannot get any further, what do I do, we are wanting to emigrate early next year & need this for my child's British passport application. I am so frustrated, each time I get told they will send a message, I even have his hospital record. I really thought Home Affairs had upped their game - a suggestion? What does one do??? Home Affairs takes no accountability & are very unhelpful.
