No response to emails, faxes, visits etc

For the past four years I have been visiting, faxing, phoning and emailing the city council to resolve over charges on my account, which I would like to get back from them. All my queries have fallen on deaf ears and even after emailing the Mayor for action in this regard, I have had no response. I have had four years of absolutely hellish service and have since sold my house and would really like to put this all behind me once and for all. I have repeated myself about 100 times already, and everyone I've ever dealt with has been incompetent and its driving me totally insane. This City DOES NOT Work for me!
