IN THE DARK

My mom was a council tenant with the city of cape town she passed away 2 and ago. I went there to inform them about my mothers dead. The tenancy agreement is still in my mom's name, after mum passed away alot of problems occurred regarding the house. The water supply was disconnected on 2 different occasions. The local housing office in retreat are unable to help me every time i go there i am being told that they still busy and they will come to me, that was last year mid August. On numerous occasions i went there to tell them that we are currently living in a house that's on a dead womens name they send me to plumstead city council when i get there they tell me that retreat office is suppose to assist me because i cant make arrangements on a dead persons name. They are not helpful and i am still waiting on city of cape town to get back to me. How long must i wait another couple of years? I am in the dark regarding the house because the house is not in my name so the council can come and trow me out anytime because i don't have a legal right. What or where must i go to get help.
