Cant pay outstanding EToll fee without registering

This is my second post on Hello Peter to state that i still have not received any form of invoice for me to make payment.

I've been passing through the gantries since this mess started. It was a few weeks ago and I have no idea what the costs are so far because of the penalties. I have not received an invoice and my postal address has been the same for 9 years.

Like a responsible citizen, according to SANRAL, I went to a e-Toll shop to pay in cash. They told me I need to register and pay through my registered account.

Since I have the legal right not to have an account, I do not wish to go this route. They told me that is how they can help me. My tolls are now unpaid and liable to late fines and penalties.

SANRAL just criminalized a complying citizen.

As per my previous post dated 16/12/2013 and for legal reasons I would like to make it clear on this forum that I will not be held liable for Sanral's incompetence and failure to issue me with an invoice for payment due. I refuse to use the On-line payment system and would prefer to pay the money via a deposit at the bank or directly at a Sanral branch.
