SANRAL wont accept partial payment

I have an untagged vehicle. I tried to make a cash 'partial payment' against my overdue invoice, and Sanral told me that they cannot accept partial payments. I contacted Sanral today and after an hour on the phone, they admit that they have no legal right not to accept partial payments. SANRAL is therefor acting illegally in my opinion. I have reported this to the National Consumer Council, as Sanral cannot come up with an answer for their possible illegal behaviour.
