Totally Unfair Billing

I received an invoice in the post for payment of e-toll on the 30th January for a total amount of R188.88. Thank you for offering a discount which is pretty USELESS considering it expired on the 16th of Jan.
This is the second invoice that I have received where the discount has expired before I receive the document in the post. I religiously check the post 3 times a week so clearly there is a problem getting your invoices out in a timely manner or our postage system is not efficient enough for the system to work properly.
Now I don't have a problem paying if I receive my invoices before the discounts expire but how does Sanral expect me to pay when there is no indication on the invoice of which gantries and what dates I went through them? There are also no photographs, so how must I know if that was really my vehicle passing through the gantry and not some other vehicle with a cloned license plate of mine or Sanral not reading the license plate properly?
At the end of the day Sanral expects me to pay while I can ONLY HOPE that my bill is correct and if I don't pay a legal process will commence. How is this fair?
