Invoice delivered after deadline date

I received my invoice for the e-toll fees incurred between 03/12/2012 and 10/12/2013. It was dated 20/12/2013. I received it on 20/01/2014. This is one day after the deadline for the discounted rate. I had checked my post box the previous week and the bill had not been there.
I am happy to pay, and would have done so immediately had I received the invoice in time. My car is registered to my company and I can only make payment on receipt of a valid invoice. It is unacceptable for it to take a month for the invoice to be delivered.
I went to the payment office in the Centurion Lifestyle Centre but the lady was very unhelpful. She offered me another discount (around 55%) but could not give me a corrected invoice. I am not happy to pay any other figure other than the original discounted price. I am being penalised because Sanral was unable to get the invoice to me before the deadline date.
I then phoned the Sanral toll line and was told the same story - they are unable to fix this error. She suggested that I send them an email and log a complaint. This I did but have not had a response from them.
Sanral make it very difficult for us to pay - no wonder so many refuse to.
