Mediclinic bill not paid

My son was born on 15 October 2014 and he spent a week in neonatal care. Gems did not pay for that as they say that there is a dispute with mediclinic's rates. So now I have until the end of this month to settle the account or else ill be handed over. Ex-gracia form was filled and submitted together with all the required documents, but still no response.
