Gems not paying claims

Good day
I can't get my claims paid, every time i sent claims to Gems it gets rejected with the message "motivational letter required" although a motivational letter was submitted. When i phone Gems they can't explain to me what's the problem and/or how to solve it. This is unacceptable.
