Incorrect advertising

I bought a TATA 1.4LXI from dealer. Vehicle was advertised on website stating service plan, warranty, aircon, electric windows, airbags, turbo etc. Service plan and warranty sealed the deal for me. I noticed few reservations on car faulty brakes, fan switch, clutch to high and notified dealer. Took car in but only fan switch and clutch was attended to. Nothing was done to brakes (most important to me). Asked why service history book was blank because without services being done plan was non existent. Gave service book to sales lady but with no reply. Dealer offered to fix brakes and service vehicle at a local service centre if I pay half of R5.200-00 and then I must just continue with services but I declined offer. My main concern is that the service were not done on vehicle before, so plan and warranty is non existent. After numerous calls, mails and dealer visits problem is not resolved. Got a reply that they will take vehicle back and refund me. That is not the way to resolve problems. I have also asked to see owner to resolve issues but have had no reply. Surely you should provide what you have advertised. Iam happy with car but need these issues resolved.
