Waste of money

Can someone assist
My sister has been having endless problems with Jeff, where he always says it is not his problem to resolve.
He claims he is more than willing to assist yet no one takes any initiative to actually help her with the issue at hand.

The vehicle has been with an approved SA WARRENTY dealer since November, and she has had no help since then.
The dealer refused the return the vehicle and everyday was a different story, until she eventually took the police to get the vehicle back only to find out that the dealer has been using the vehicle for his personal use.

Now the vehicle is in a worst condition than what it was as it has been damaged, and she just get more problems due to incompetency and lack of willingness to assist her from SA WARRENTY.
She keeps getting sent from pillar to post.
The dealer won't take her calls, as soon as he hears it is her he cuts the call. SA warranty is not willing to assist her with this matter.

Where is the fine print stating that SA warranty will not assist should something happen to your vehicle?
If no one is willing to assist please refund her for all the time she has been paying and cancel the policy
