Who's to blame for repeated incorrect orders?

I'm writing to you guys as i have had repeated incorrect orders from Mr Delivery in Parow. When I speak to the managers on duty, they always say that it's not their fault but rather the restaurant from which I'm ordering but who's responsibility is it to ensure the correct order if not the delivery company? I have had 4 incidents where the mr delivery driver brought the incorrect food, either forgetting items or not bringing the specified food. Every time I phone the manager on duty who then proceeds to blame the restaurant (usually Nandos) and refuses to take responisibility. They do however always try to rectify the situation but when you have already waited an hour for your food and then to have to wait a further hour for the correct food I think it's not acceptable. Every time I call I stress to the person taking my order that can they double and triple check everything before signing it off which they promise to do but the order always arrives incomplete or incorrect. I have been promised a discount from nandos for repeated incorrect orders but when I have tried twice to redeem this I am told that the manager who made this promise is not on duty so this is not possible.
