Refunds made on contracts cancelled within 7 days

I applied online for a loan withthis company on 18 December 2012, I cancelled the application on 21 December 2012 which was still within the cooling period of 7 days to get a full refund. I was asked to send proof that the money was indeed debited from my account which I did. In January 2013 I queried about my refund andi was sent an email stating that my refund will only be paid to me on 05/03/2013 which I didn't understand why it should take that long for payment. On 20 March 2013 I realised that the date for refund has gone by and there is still no money in my account. The consultant that I spoke to me told me that the money was paid on 05/03/2013 which I confirmed to her that it wasn't the case. She then transferred me to her team leader who advised me that she will take up my query with their finance department. On 25/03/2013 I received an email from finance asking me to confirm my banking details which I find very odd as the details was provided with the cancellation and their consultant confirmed them with me on 20/03/2013. Never the less I sent them through again and requested that since my refund is long over due can I have it by 28/03/2013. I still don't have the refund.
