Ripped off by Sure Finance

I applied for a debt consolidation loan through Sure Finance. I said to the consultant that I am blacklisted and have jugdements but he assured me that I would still get assistance as they have a 95% success rate and I had pre-qualified for a R70 000 loan. I said I do not need that amount and would only need R45000. I sent through my documents and that was the last I heard from the consultant. I received an SMS two days later saying my application was unsuccesful due to affordability. How is this possible? How does one go from being able to afford something to being unable? And how did they base this? When I tried on numerous occassions to contact the callcentrre the phones lines are constantly busy, the calls get cut or I am told to call back because they are offline. I emailed and also no response. I want my R290 back. I did not get service. I feel like I was ripped off.
