No Withdrawal Allowed on my account

Good day I had the misfortune of having my wallet and phone locked up in my office on Friday night. The next morning I went to FNB Plumstead to make a withdrawal from cheque account. When I arrived at the teller I was advised that I cannot withdraw using only an ID document. I was then asked where my card is and why I do not have it a very condescending manner. He called someone who said I cannot make the withdrawal. I then asked for a manger to see me and the first person (a gentlemen) also gave me a poitn blank "NO". I asked for his boss. Minutes later a lady named Tracy arrived telling me the same thing. I did however tell her I am desperate as I have power in my home nor fuel in my car and offered my car keys for her to confirm my story by checking my fuel tank. In her defence she offered alternatives none of which would since I did not have a phone.

To add insult to injury I ran out of fuel on my way home and had to BEG for money on street corner so that I could get home... This obviously UPSET me even more... My question is... When did the LAW change in a way that I am NOT allowed to withdraw that which is legally mine using a valid RSA ID document???
