Incorrectly charged fee and no response to message

My ATM card was retained by the machine when it shut down due to technical problems on Sunday afternoon. On Monday I obtained a replacement card and confirmed that I would not be charged for it being that the machine had kept my card through no fault of my own. I was however charged.
2013-02-04 FEE-REPLACEMENT ATM CARD ## R 76.00-
I sent a secure message to the branch via the Internet Banking site requesting that this should be reversed but have not had any response to date. I am also no longer able to contact the branch myself - their phone number has a recorded message saying that the number is no longer in use, and providing a centralised call centre number instead.
