Extended delay 4repairs 2 accident damaged vehicle

I've a Mercedes Benz under warranty and insured by Budget Insurance. I had an accident for which I wasn't at fault on 14th of December 2014 Since then I have failed to have my car repaired and returned to me. It's excuse after excuse and seems the officers pass on the case from one to another. After a battle I was told that my car was going to be available on the 20th of March, this didn't happen and was later changed to Friday the 22nd. I've a planned trip to Zimbabwe Tues 26th and now I am stuck
What's shocking is that Budget doesn't communicate even after alerting them of my travel plans. On the 20th I had to call near the end of business when it looked likely I wasn't going to have my car. Friday the 22nd came and went and no word from Budget. I had to call Monday 25th enquiring about my car.
A week after the accident a rep of the other party's insurers called me to get details about the accident and my insurer's details. Over 3 months after the accident, Budget hasn't managed to contact the other party, collect their details and start recovery processes, including my excess. The excuse is that they can't reach them
