Refusal to fix a damaged vehicle

I reported my vehicle damaged to my insurance (Budget) on 2013.06.11 at 13:45 and I spoke to a guy by the name of Meshack. After recording my complaint he indicated that he will send me a letter that I should take to the other party's insurance to fix my car; of which I agreed because the other party drove into my vehicle at the back. He never sent me that letter up until I requested my insurance (Budget) to fix it themselves because of the delay from their side then claim from the other party's insurance themselves. My biggest nightmare started when they told me that they have a problem because at some stage (during 2008) I stopped my insurance with Auto and General Insurance from my other car which is not the one in question and started again in 2009 with Budget. He has a problem with that; surely now what does that have to do with Budget that I never had insurance for that period, unfortunately he couldn't answer; I then requested to talk to his manager who was not in at about 07:45 this morning and he promised that she will call me at 08:00 but that never happened. I have been with Budget since 2009 and never claimed; this is my first claim and I get no assistance.
