Lawful abuse

My vehicle was involved in a collision whereby their client drove from the left into my vehicle in what I can only assume was a failed attempt at doing a u-turn''''all this was performed in front of a no-u-turn sign and over a solid barrier line. It has taken since early October 2013 till now for them to say they won't pay and will defend their client if I sue. What has this world got to??? In my views this is a shocking display of legal abuse so I CANNOT recommend them for the good fellowship award 2014 : (
