Can't close an account!

I applied for an American Express Gold card and was told that I had been succesful. When I heard that my credit facility was ridiculously low I told the consultant that I want to cancel the application and I was told that the cost of the account closure would be R199.

I don't understand this as I haven't even signed a pre-quotation agreement.
