No feedback on Surplus

It is 9 months since I have submitted my Surplus, every time when I contact the call center, they state they have send the statement, then I wait for - 3 weeks before I phone again, then they state, they are working on the statement. They will mail the statement. It is now for a month, I cannot get trough to the call center, i am holding on for an hour and nobody pick up the phone. I mean, why do one person state the statement has been send and another person state they are still working on the statement. Please advise me whats going on.
