Waiting for two year for surplus statement

I don't really know what is going on with MIBFA payment, My father applied for surplus in August 2011 and asked to come after 8 month to check the statement and fill additional forms. We went after 8 months as advised and we were told to return after a year and we were not given anything. This year 14th January we went and stood on a very long queue and when we got to the consultant, she requested the ID which we provided then she said your is ready but could not be printed on spot because the personnel responsible for statement printing say they are tired and can not do any more printing (it was 15th hour). Because afford to stand on the same queue next day, I then requested them to mail the statement to my e-mail address, they promised to do it in the next business day. Till today I am still waiting and their phone is never answered.
