No delivery and no refund

I placed an order on the 14th of November, delivery was "allow up to 4 weeks for delivery" which took me to the 14th December. On the 14th of December when nothing had arrived (OR NO CONTACT WAS MADE) I queried this and got very generic automated response.

When I returned from leave and nothing had been delivered and I had still not received a response I queried again, and was yet again met with an automated response. So I called the call centre. After being on hold for over half an hour (which is totally unacceptable for a call centre when I have tried to make numerous attempts at electronic contact) I was told that the courier company liquidated and left Groupon with a big problem, but was promised that the issue had been resolved and that I would receive my delivery in 12 working days.
When I requested a different delivery address, I was informed that there was no stock left... But surely if the order was placed in November there would be no issue with stock? How can a liquidation of a courier company have anything to do with the stock?
I was then promised a refund, which i'm still waiting for. When I log on to track the progress it says resolved or deleted.
UNACCEPTABLE!
