WON'T REFUND AS PREVIOUSLY AGREED

When I went to the USA for 9 months last year with my 13 year daughter, I booked two return tickets, and told Alan Lidsky that I need refundable tickets as my daughter may not return with me to South Africa as she is considering staying in the USA with her American father. About a month before my return, I contacted Lidsky and told him that my daughter was probably not going to return, and he assured me that as long as I cancelled the return portion of her ticket before departure, I would get a refund. About two weeks before my departure back to South Africa, I emailed him to instruct him to cancel the return portion of my daughter's ticket, and to submit a claim for the refund. He got back to me and said he had done so, and that it would take 4-7 weeks to get my refund.
5 months have now passed, during which time I have contacted Lidsky several times about the refund, and he sends me brief responses, sometimes several days later, to say he doesn't know why nothing's happened, and shows no interest in following it up. His emails are the equivalent of an electronic shrug off. Not sure what to do next.
