Fee not refunded despite opting-out within 5 days

On 27 November my wife and I attended a presentation by World Vacations in Three Rivers, Vereeniging and signed up for the service. A sum R16910.86 was debited from my credit card.
The next day at around 09h00, I received a welcome call from a Eugene, the Client Liaison officer, to welcome me.
I told him that I had had second thoughts and would like to opt-out of the contract. This is in accordance with their own rules as well as the National Credit RegulationS.
He said he was sorry to hear that news but promised that my credit card would be refunded within 15 days.
Today is 23 December, and despite repeated phone calls (mostly unanswered), left messages and e-mails (which he acknowledged), my account has not yet been refunded.

STAY AWAY FROM THIS COMPANY. THEY HAVE A PRODUCT AND THEIR BEHAVIOR IS EXTREMELY UNPROFESSIONAL, IF NOT DOWNRIGHT DISHONEST.
