Amazingly different weights

We have just returned from Thailand, when we booked in at Phuket air port our total weight for our luggage was 38.8kg's. The same weight we got when we weighed our cases at the hotel. When we got to OR Tambo to book in, your scales showed we were 8kg over.
Can anyone at Mango explain why your scales show a different weight?
