Worst Customer service and incorrect billing

This is my third complaint posted on Hello Peter (refer to the 4th and 11th of April) wrt the same issue that has been unresolved since the 1st of MARCH. My bill since December has been incorrect. i have been charged for calls made on a top up contract which is not how the contract is meant to work. i should be paying a fixed monthly charge and not billed for calls. Sandros was meant to resolve this after my first complain on hello peter. the last i heard from him was that my account was being handed over to the billing department, 2 weeks ago. i haven't heard anything from Cell C since then. What more can a person do to protect their rights as a consumer? this is the WORST SERVICE EVER.
This last response i received on hello peter was:
"we are disappointed to learn of the circumstances under which you have posted. Apologies for the inconvenience.
We will have the matter re-looked into and substantial feedback availed. Do expect communication from Sandros soon. He will ensure that you are adequately assisted this time around."
RE-looking at the matter has not fixed the situation, my account is being ignored AGAIN!!! I do not want a generic response to this complaint.
