Can't keep promises

Cell C's Sales depart contacted me 2 weeks ago to offer me a contract which i accepted for a Samsung pocket, i was told the app was approved and i will receive the phone in 3-7 days, then the same week i called to apply for a Blackberry, 12th April 2013 the agent told me it was approved however he was asking me to confirm details that were showing on my ITC report which were not mine. then i called on Monday morning because I had'nt received feedback, so the agent to me that the application was approved and the phone will be dispatched shortly, Wednesday I called again to follow up then all of a sudden there was no Stock of the phone, yesterday I decided to check if they had stock, the agent then tells me the appliction was rejected but she is not sure why & will email the agent who did the app to call me, so he calls me yesterday and says that the application was pre-approved he will send it for final approval and I will receive the handset within 3-7 days. i called this morning to find out if everything is ok just to be sure then I get told the app is decl because im in Legal Holdings! What is going on there??? A manager was supposed to call me today... Im still waiting...
