Long lead time for repairs... still no service

Woe is me! We have had ongoing problems with our phone line. I complained to Telkom about a month ago, specifically requesting a technician be sent around to our house to investigate the line. I was promised this would happen within two days. A month later, still nothing. No phone, no internet access. Just several SMSes from Telkom thanking me for using their fault reporting service and informing me my line is OK. This week a consultant informs me it has been escalated. But he was unable to help me with how long this would take to be resolved, because it 'depends on the number of escalations'. A week, month, year - who know?! Then I phone the accounts dept to let them know I won't be paying my astronomical service charge, as I have had not a single day of service this month. And guess what? One can only get a refund for lack of service once the service is restored!! Who invented this backward idea? And to think I am one of those 'valued' high bill paying customers. Telkom, you'll happily cut off my line if I am late on payment, but where's your commitment to getting my service back on track?
