MTN refuses to refund for contract

In July 2012 i notices my bak account being debited for something that i did not know. on approaching my bank i was advised that it was MTN. i called MTN to get assistance and they confirmed that an account had been opened in my name. later i would also receive a statement of account. the account was allowed to continue for four onths although i had raised the alarm. i had also lodged a complaint with ICASA and logged a hellopeter complaint. only after this was the contract cancelled. however MTN has still not refunded the money they debited from my account, namely: R 257.40 (07/12), R 209 (08/12), R 209 (09/12) and R 209 (10/12). on the hellopter complaint MTN even saying that they were processing my refund. only for me to learn after logging a third ICASA complaint that no refund was done. i tried to get comments from the person who was handling my complaint about when i coult expect feedback and the refund and the last email i received from them was on 29/10/2013 with these words: "we are still looking into the matter". now it is 4 unaswered emails and six months later... surely, it cannot take a full year to investigate and refund for what MTN has confirmed was a line
