No decent service since September, and paying full

Since we had our telephone installed in Sept 2012 we did not have the full 4gig fastest line as applied for. The excuses where as following lines faulty, inside cables faulty, modem faulty and more and more. Well last week a technician came out said he was going to fix the lines, we received a sms saying that the problem was resolved, the techincian never even came back to our house after going to check it out on the pole. The problem still exsists, connection to the internet keeps on dropping. Call centres not being able to assist except for asking me to reset the modem the whole time. Up to date I have not had one full hour of service without some problem. We had adsl at our previous house and we have adsl at work, and those two have never had problems. I got new modem, new laptop but still no decent service. I pay for 4gig fastest but get about 2 gig that drops the whole time. I am so fedup, I have spoken to a Martha from cables in Vereeniging, she does not phone back, spoke to Alex from technical he just hands it over to the technicians which does not seem to get the fault solved. This is my last resort to try to get my line sorted. Please help
