Faulty iPhone not replaced

I recently signed up for an iPhone5 for my wife. After a couple of days we noticed that there were problems with the phone & attempted to return the phone after 4 days (as instructed when we took out the contract - any problems and we must return the phone within 7 days and the phone would be replaced). Cell C however could not replace immediately with another white iPhone 5 and said my wife would have to go without a phone until they could get into stock & did not know how long that would be. As a compromise, they agreed to chase in stock and asked us to return the following week. Since then, they have refused to replace the phone stating that it was now outside of the 7 day window. They do not dispute that we brought the phone in within 7 days and I even have written confirmation of this from the manger Bashir Osman (I made him write it down and sign after getting so exasperated with them). His excuse is that "regional & head office will not allow it". After several visits and phone calls our patience is now exhausted. What Cell C is doing is illegal and not in line with their own policy on faulty handsets returned within 7 days. I want the phone replaced immediately!
