Is it that difficult to upgrade or migrate

In october 2012 i migrated my open line contract to anytime30 and opt'ed for a month to month contract, i was told by the assisting consultant i could migrate my line at anytime.
I have been trying to upgrade or migrate the same contract from December 2012
I was told that i could not migrate from s anytime 30 to a anytime 200 as my previous miigration was farely new, i needed to be on the anytime 30 for 3months and than only i could migrate to a new package, the consultant did not explain this to me abt the 3 month waiting period or was he just trying to make yet another sale.
The consultant reassured that i could change my package at anytime which is not the case.
I now am trying to upgrade to get a new handset or migrate to the anytime200.
I have called customer care 5times and promises are made that someone or a supervisor will call me, but no one has contacted me and its been 2weeks. I now have devided to cancell and i am sure some other service provider will glad to have with the amount of money i spend pm on business calls
