Closing the fault log without resolution

Afrihost is currently my ISP and manages the ADSL line as well.
24th March 2013 - logged a fault regarding intermittent connectivity/failure to connect.
Got the usual response "the problem must lay on the consumers side, because we cannot find anything wrong".
Removed my router to a different location = no problems.
Tested the line using Afrihost's own utility and the response is high attenuation and average SNR; yet Afrihost won't resolve the issue.
They simply take their pound of flesh each month and ignore the problem.
Called today, was told the fault had been resolved and logged as closed. When I got tired of the circular reasoning of the "consultant" I asked for her line manager/supervisor, left hanging on the line with no response.
Will they resolve the issue? I won't be holding my breath.
